About Directorate of Civil Aviation

The Directorate of Civil Aviation was created vide Cabinet decision dated 18th November 2013. As per the Business of the Government of Goa (Allocation) (Twenty-eighth Amendment) Rules, 2013, the Department is responsible for all the matters pertaining to Mopa Airport, all the matters pertaining to Dabolim Airport, matters pertaining to Civil Aviation and Co-ordination with Government of India pertaining to Dabolim Airport and Mopa Airport.

Vision, Objectives & Goals

Vision

The vision of the Department is to ensure 24x7 air connectivity to Goa from all over the globe and become an economic driver for the State.

Objective

The Directorate of Civil Aviation was created in the year 2014 for development of Greenfield International Airport at Mopa in Pernem taluka in particular and aviation sector in general. The Department has successfully completed the bid process for Mopa Airport in the year 2016 and Concession Agreement has being signed with GGIAL on 8th November 2016. Presently, the airport construction work is in progress.

Short term goal

The Phase I of the Mopa Airport is expected to be commissioned in August 2022. In addition, it is also proposed to complete land acquisition for Mopa Airport expressway and begin construction work through PWD.

Medium term goal

The Phase I of the Mopa Airport is proposed to be commissioned August 2022. It is also proposed to complete and commission the Mopa Airport expressway connecting NH66 to the Mopa Airport in the year 2022.
